Holders of a Belarusian driver's license can exchange it for a Georgian one. To do so, they must obtain a certificate confirming the validity of the license from the Belarusian consulate, have it and the license itself translated into Georgian and notarized, and then apply to the Service Agency with these documents and a medical certificate. This is reported by a Russian-language website about Georgia, citing a detailed account of a recent case.
The first step is to obtain confirmation from the Belarusian consulate in Georgia that the license is valid. A certificate issued in Belarus itself will not suffice. The consulate says the document will be ready in two to four months, but in practice it may take about three weeks. The service costs 50 euros. The certificate and the driver's license itself must then be translated into Georgian and notarized.
These documents must be presented at the Service Agency of the Ministry of Internal Affairs. A medical certificate is also required; in Rustavi, for example, it can be obtained in about five minutes for 40 lari. On site, you will need to have your photograph taken and pay a fee of 16 lari. After that, the Georgian license is issued almost immediately.
Licenses can be exchanged not only in Rustavi but also in Tbilisi, at the office on Kavtaradze Street. The Belarusian license is taken at the time of the exchange. Georgian licenses are issued for a term of up to 15 years.
For Russian citizens, the exchange of driver's licenses has been unavailable since October 2025. According to unofficial information, this is linked to the large number of forged documents, whose authenticity the Georgian side cannot verify due to the absence of document exchange between the two countries.
Foreigners who live in Georgia for more than 185 days a year or hold a residence permit can also take the exam and obtain a driver's license from scratch.
